Hon. Joseres "Bogs" Serrano Resuello

Born on the 2nd day of September, 1982, he is a man of humble origins but extraordinary character. A beloved son of Late City Mayor Julian V. Resuello and Myrna Lopez Serrano, his journey in life has been marked by both personal and civic achievements.

Vice Mayor Joseres "Bogs" Resuello pursued higher education with determination, earning a degree in Bachelor of Science in Business Management at the University of Luzon (UL), Dagupan City. However, fate had other plans for him, and in 2007, he made a profound sacrifice. He chose to pause his studies at Virgen Milagrosa University Foundation (VMUF), where he was pursuing a second course in Bachelor of Science in Civil Engineering during his second year.  He did so to answer a higher calling, to step into the role of City Vice Mayor, filling the void left by the tragic and untimely passing of his father, who was brutally taken from us during our city fiesta last April 30, 2007.

This honorable man embodies resilience and courage, having faced numerous challenges throughout his political career. His journey has been nothing short of fascinating, with each experience contributing to his growth as a man for others and a man of unwavering faith.

His dedication to serving San Carlos City began at a young age, as he was appointed Secretary at Barangay Cacaritan from 2000 to 2004.  He later assumed the role of President of San Carlos City Tanod Federation and Vice President of the Provincial Tanod Federation from 2004 to 2007. In 2007, he stepped into the role of Vice Mayor for our beloved city, a position that led to his election as Executive Vice President of the National Movement of Young Legislators, Pangasinan Chapter, and 3rd District Vice President of the Vice Mayors League of the Philippines, Pangasinan Provincial Chapter. His dedication and passion for service continued to shine, and from 2013 to 2016, he served as the President of the Vice Mayors League of the Philippines for the same chapter.

His name echoes the essence of service, dedication, and compassion. His achievements during his three consecutive terms as City Vice Mayor reflect his unwavering commitment, tireless work ethic, and unyielding dedication to our city.

In May 2016, he achieved a resounding victory in the National and Local Elections, becoming the City Mayor of San Carlos City.  A father to one equally gifted child, Julian Harman, affectionately known as "Bugoy," he finds immense pride in his role as a loving and devoted father. His wisdom, generous heart, caring spirit, and unshakable principles have earned him the respect and admiration of all who know him.
